The Practical Lobbying Course is a dynamic and intensive training program tailored for those who seek a foundational grounding in lobbying and advocacy. Designed with Cyprus's unique socio-political landscape in mind, the course marries traditional theories of lobbying with modern, hands-on techniques. Lobbying is the act of influencing or attempting to influence decision-makers, primarily legislators and government officials, on specific issues or policies. Lobbying activities are undertaken by a variety of actors, including corporations, advocacy groups, trade associations, nonprofits, professional lobbyists, and individual citizens.
In recent years, Cyprus has recognized the growing significance of lobbying activities within its political and economic landscape. To ensure that lobbying is conducted transparently, ethically, and responsibly, the country has introduced regulations to oversee and manage these activities. Cyprus has adopted a legal act regulating the participation of representatives of interests (lobbyists) in public decision-making. The Law of 2022 No. 20(I)/2022 “On Transparency of Public Decision-Making and Relevant Procedures” (Ο περί της Διαφάνειας στις Διαδικασίες Λήψης Δημόσιων Αποφάσεων και Συναφών Θεμάτων Νόμος του 2022 (20(I)/2022)) is designed to ensure transparency of the participation of lobbyists in public decision-making.
Under this law, the representatives of interests are obliged to be registered in а Register of Lobbyists (Μητρώο Εγγραφής) and with this registration lobbyists are under certain legal obligations. It is paramount that employees of organisations who engage in lobbying are trained concerning these obligations within the decision-making and lobbying process.
